The Basque Government has taken a decisive step toward ecological transition with the launch of the Deskarboniza 2025 Plan, an ambitious strategy aimed at transforming the industrial sector in Euskadi through smart decarbonization, energy efficiency promotion, and adoption of clean technologies.
This plan is built on unprecedented inter-institutional collaboration among the provincial councils of Álava, Bizkaia, and Gipuzkoa, and includes a wide range of economic aid programs and tax benefits. With a total allocation of €400 million, it is expected to mobilize public-private investment of up to €1.2 billion in the coming years.

The Deskarboniza 2025 Plan encompasses various initiatives targeting the industrial sector, public administrations, and households. The most relevant programs include:

Tax Incentives and Competitive Advantages
One of the plan’s most attractive elements is the set of tax deductions promoted by the provincial councils. Companies can benefit from up to 35% tax relief for investments related to environmental sustainability, provided they are included in the Basque Country’s official clean technology list.
Combined with direct subsidies, this can cover up to 68% of investment costs in self-consumption and energy efficiency technologies, improving industrial competitiveness, particularly in a global energy transition context.
